Editorial
Humans are in a constant struggle between being totally caught up in themselves and trying to be social creatures. Nature has created us as community animals. We must therefore understand that the world has a largely cooperative structure, not only in relation to the environment but also towards other human beings, and unless we work together to keep the entire organism on its feet, it will die and we with it. This is a law of nature; it has always existed and always will. We are among the few creatures with the capacity to choose and the intellect to reason. Most living organisms either adapt and become part of the system or they are swept away. The conservation, protection and enhancement of natural and cultural resources call for particular efforts to cooperate. This means that all responsible persons must make every necessary effort to put in place integrated planning and specific management tools for mutual respect and participation at all levels:
local, regional, national and international. |
